Engineering professionals in Qatar are required to register with the Ministry of Municipality and pass a technical test. People usually call this process UPDA or MMUP registration. This guide walks through it in the order you will actually do it, from the Hukoomi account to the exam booking, and points out the mistakes that most often delay applications.
What UPDA registration is
The Ministry’s own classification document says an applicant “should successfully pass the technical capacity test in the area of specialization”. It names the Engineers & Consulting Offices Accrediting & Classifying Committee as the body that runs registration, under Law No. 19 of 2005 regulating the practice of engineering professions (Ministry of Municipality, classification guide). The same document says the registration period is three years.
A 2018 PwC note explains that engineering professional expatriates must register with the Ministry and pass the examination, and that anyone with an engineering profession on their work and residence permit should register as soon as possible. It also says people who hold an engineering degree but a non-engineering profession on their permit are exempt, and that those who do not register may be unable to renew their permits (PwC, May 2018). Rules and procedures change, so check the current position on the official portal before you apply.
Before you start: eligibility
Make sure you have the following, because every step below depends on them:
- A bachelor’s degree in engineering or an equivalent discipline
- Degree and mark sheets attested by your home country authorities and by the Qatar Ministry of Foreign Affairs
- A valid Qatar ID and residence permit
- A Police Clearance Certificate (PCC) from Qatar
- Attested experience certificates, if you are a working professional
These requirements follow the Green International registration guide. The Ministry’s executive bylaw sets out the same core items: a valid personal ID, an engineering degree from a recognised university or institute authenticated by the competent authorities, and a statement that the engineer has no felony or dishonesty conviction, issued no more than three months before (Almeezan, Resolution No. 1 of 2006).
The registration steps
Create and verify your Hukoomi account
Your Hukoomi e-government account is the way into the engineer registration service. Go to gov.qa, choose Create Account, and enter your Qatar ID and mobile number. Verify by SMS or collect a PIN from your nearest post office. Once it is active, log in and look for Engineers Registration – Admission & Classification Committee under the Ministry of Municipality services.
Check whether your university is on the approved list
This decides which route you follow. If your university is listed, your application is a direct upload. If it is not listed, or is suspended, you need the equivalency route described later in this guide. Check your country on our approved universities list.
Prepare and attest your documents
Scan every document clearly and make sure each attested page is included. You will need:
- Degree certificate (attested)
- Mark sheets or transcript (attested)
- Qatar Police Clearance Certificate
- Passport copy
- Qatar ID, front and back
- Passport-size photo, plain background
- Updated CV
- Experience certificates (attested)
- Optional: PMP, Revit, ISO or Primavera certificates
Late attestation is one of the most common causes of rejection, so start it first.
Get your Qatar police clearance
The Qatar police clearance certificate is a separate request from your attestations, so you can arrange it while the attestation is in progress. Check its issue date before you submit, because the bylaw requires the conviction statement to be no more than three months old.
Name and format your files correctly
- Degree and attested page combined: PDF
- Qatar ID, front and back together: JPEG
- Passport: PDF
- CV: PDF
- Each experience certificate, with attestation: PDF
- Photo: JPEG
Use clear file names, for example Degree_Attested.pdf or Experience_Qatar.pdf.
Submit the application online
- Log in to Hukoomi and open Engineer Admission & Classification.
- Select New Engineer Registration.
- Fill in your personal details and upload the documents in this order: Personal, Education, Experience, Supporting Files.
- Submit, then print the generated application form (two to three pages).
- Sign it, attach your photo and keep copies, together with your registration number.
Attend the original-document verification
You will receive an SMS or email with an appointment to present your original documents at the Ministry office. Bring every original, including the attested pages. Missing original copies at this stage appear on our list of common errors below.
Receive your exam date and sit the exam
After verification, the committee schedules your official exam in your specialisation. Passing it leads to the committee’s certificate that you have passed the technical ability test, which the bylaw lists among the documents for enrolment, and then to your engineering licence. If your university is not on the list
Engineers from unlisted or suspended universities follow an equivalency route through the Ministry of Education (MOE). Our registration guide describes it as follows:
- Initial applicationApply through your Hukoomi account, upload your documents and submit. The portal later issues a rejection letter.
- Rejection letterDownload it from the Ministry portal. It allows you to apply for equivalency through the MOE.
- School equivalencySubmit your 10th and 12th certificates and mark sheets to the MOE and obtain the School Equivalency Certificate.
- University equivalencySubmit your degree, mark sheets and school equivalency documents, and complete the Data Waiver Form with your full name and course, university name and country, and an official institutional email for the university contact. Do not use a Gmail or Yahoo address for this.
- VerificationThe MOE and the Ministry of Foreign Affairs contact your university. When it is confirmed, the MOE issues the University Equivalency Certificate.
- ResubmissionUpload the certificate on the Ministry portal and resubmit. Your exam date is issued on approval.
Mistakes that delay applications
- Degree documents that are not attested, or are incomplete
- Using a Gmail or Yahoo address for university verification instead of an official institutional email
- Wrong file formats, for example a PNG where a PDF is required
- Attested pages that are not merged with the original document scan
- Attestation started late, which leads to rejection
- Missing original copies at the physical verification
